新时代健全干部容错工作机制是落实"三个区分开来"重要讲话精神、建设堪当民族复兴重任的高素质干部队伍的重要举措.在健全干部容错工作机制的过程中,一是要明确何错可容的边界尺度是"容为公之失,惩为私之罪""免创新之责,担逾矩之过";二是要探究有错难容的现实困境,包括认知困境、实施困境、管理困境、制度困境的成因和表征;三是要完善有错能容机制,通过重塑容错认知、优化容错运转、整合容错主体、完善容错制度等路径,对干部容错工作机制面临的现实困境逐一破解,从而系统构建起干部容错工作机制.
The BoundaryScale,Practical Difficulties and Path Selection of Improving the Cadres Fault Tolerance Working Mechanism in the New Era
In the new era,improving the cadres fault tolerance working mechanism is an important measure to implement the spirit of the important speech of"three distinctions"and build a high-quality cadres team worthy of the task of national rejuvenation.In the process of improving the cadres fault toler-ance working mechanism,firstly,it is necessary to make clear that the boundary scale of"what faults can be tolerated"is"tolerating the loss of the public,punishing the crime of private","exempting the respon-sibility of innovation,bearing the fault of exceeding the rules".The second is to explore the reality of the dilemma of"there is a fault difficult to accommodate",including the causes and characterization of cogni-tive difficulties,implementation difficulties,management difficulties and institutional difficulties.The third is to improve the fault tolerance mechanism,through reshaping the fault tolerance cognition,optimizing the fault tolerance operation,integrating the fault tolerance main body,and improving the fault tolerance sys-tem and other means,to solve the practical difficulties faced by the cadres fault tolerance working mecha-nism one by one,so as to build the cadres fault tolerance working mechanism.
