Research on the Effects and Mechanisms of Digital Technology Empowering Urban Environmental Governance
Selecting panel data from 285 prefecture level and above cities in China from 2009 to 2020,based on the construction of benchmark regression model, mediation effect model and moderation effect model, fixed effect model, instrumental variable method and dynamic panel model can be used to empirically test the impact of digital technology on environmental governance and its underlying mecha-nisms.Research has found that digital technology helps promote urban environmental governance.Hetero-geneity tests indicate that differences in economic development level, resource endowment, and administra-tive level can all affect the promoting effect of digital technology on environmental governance, with cities with low economic development levels, non resource-based cities and central cities being stronger. The in-termediary mechanism test shows that digital technology can promote urban environmental governance through economic scale expansion, industrial structure optimization and green technology innovation. The regulatory mechanism test shows that in the mechanism of digital technology's impact on urban environ-mental governance, local resource competition will have a negative regulatory effect, while institutional en-vironment will have a positive regulatory effect.Further discussion reveals an inverted U-shaped relation-ship between digital technology and environmental governance, with negative spatial spillover effects of digital technology on environmental governance in neighboring areas.
