Innovation of the Urban-rural Integrated Development Model Driven by Citizens'Demands—Taking the Practice of"Common Prosperity Bus"in Huzhou City,Zhejiang Province as an Example
The integrated development of urban and rural areas is an important starting point to follow the common demands of urban and rural residents and lead to common prosperity of urban and rural areas. It is also a strong measure to promote the Chinese Modernization. In recent years, the growing uncertainty at the level of"information-rights-culture"has dragged the development of urban and rural integration into the deep risk of multiple challenges such as factor delocalization, organizational delocalization, and action decoupling. There is heterogeneity and rheatability between urban and rural areas, while the traditional task-driven urban-rural integration development model uphels the thinking and imagination of a homogeneous society, extending the tension between the limited governance resources and the complexity of public affairs. To address these issues effectively,Huzhou City in Zhejiang Province has implemented the innovative practice known as"common prosperity bus".Driven by citizens'demands and drawing inspiration from inherent characteristics related to information rights culture, this approach aims to overcome strategic dilemmas associated with spatial integration between urban and rural areas while also integrating elements such as resources and social cohesion. It reflects a logical starting point for government-people interaction while emphasizing information sharing, mutual accommodation of interests, and cultural symbiosis.Ultimately,it contributes towards achieving the ultimate goal of"common prosperity".
