From Resilient Governance to Governance Resilience:the Logical Transformation and Practical Exploration of Ecological Governance Modernization
The renewal and iteration of the ecological governance model is the realistic need for the construction of ecological civilization,and it is also an inevitable choice to promote the modernization of ecological governance.In the face of the dual constraints of natural vulnerability and social vulnerability,the introduction of resilient governance from the natural sciences into the specific field of ecological governance has become an inevitable trend to realize the modernization of ecological governance.Based on the perspective of overall governance,resilience governance is highly compatible and coupled with the modernization of ecological governance at the levels of value,subject,system and technology,expanding the connotation and extension of the modernization of ecological governance,and promoting the construction of an ecological governance resilience system of concept resilience,structural resilience,institutional resilience and technological resilience.To this end,we should enhance the resilience of ecological governance by cultivating rational concepts,enhancing organizational capacity,optimizing institutional configuration and improving intelligence level,so as to promote the modernization process of ecological governance.
