Construction of Chinese Biosafety Maintenance Capacity:Components,Existing Problems and Construction Strategies
Biosafety is an important part of the overall national security system and capacity building is the inevitable choice for maintaining national biosafety.Enhancing national biosafety maintenance capacity is not only an inevitable choice for effectively preventing and resolving biosafety risks,but also the proper meaning of effectively safeguarding national biosafety.Based on the process perspective of risk governance,national biosafety maintenance capacity is divided into two parts:risk prevention capacity and risk resolution capacity.The elements of the former are summarized as risk prevention capability,risk identification capability,monitoring and early warning capability,while the latter includes emergency response capability,collaborative governance capability and recovery and reconstruction capability.By improving the institutional system,strengthening scientific and technological innovation,and innovating the governance mechanism to enhance risk prevention capacity,and by enhancing flexible decision-making,promoting the alignment of powers and responsibilities,and scientific work guidelines to enhance risk mitigation capacity,we will comprehensively strengthen the construction of national biosafety maintenance capacity,and continuously enhance the modernization of national biosafety capacity.
