Shaping Public Trust in Grassroots Society under Uncertainty Situations:Taking"Party Building Guidance,One Network-Three Links"Governance Model in Town A as an Example
Grassroots governance is constantly challenged by uncertainty,and how to use institutional capabilities to overcome this dilemma has emerged as a crucial national governance concern.We explores the operation mechanism and logic of institutional advantages at the micro level by analyzing the typical case of the"party building guidance,one network-three links"governance model in Town A,which is based on the theoretical framework of action situation-action strategy.It can be found that grassroots society faces double uncertainty in the external environment and the subject of action.The grassroots party organizations leverage the strengths of the party-government system to shape public trust and increase resources for informal governance.Using the mechanism of value leadership-organizational reshaping-rule reinforcement,grass-roots party organizations have explored the path of"goal reshaping and value appeal,connection absorption and distribution of power and responsibility,rule incentive and rule constraint",which enhances the serviceability of grassroots government and the initiative of the public,and provides theoretical and empirical references for promoting grassroots governance.
