电力市场下高比例可再生能源消纳配额分配方法

合理确定可再生能源配额比例、最大程度促进可再生能源消纳、尽量减少配额义务主体成本,是当前电力市场研究中亟须解决的难点。文章对比分析了适合中国的可再生能源配额目标,以市场参与主体利益最大化为目标,同时考虑电源特性、市场特征、资源特点等情况,提出了可再生能源配额比例非合作博弈双层优化模型。发电厂商位于模型上层,与其他发电厂商进行非合作博弈,基于边际成本确定最优报价,实现利润最大化。配额义务主体位于模型下层,通过调整购电方案使发电厂商优化申报电量和电价,使购电总费用最小。算例分析表明,构建的模型不仅增加了市场参与主体的利益,还促进了可再生能源消纳。
Method for allocating high-proportion renewable energy consumption quotas in the electricity market
