Research on Response Strategy of Full-region Comprehensive Land Consolidation in the Pearl River Delta from the Perspective of Spatial Production
The Pearl River Delta presents a typical spatial pattern of"half city,half township,"which urgently requires orderly regulation and consolidation of space and land resources through comprehensive land consolidation throughout the region.From the perspective of both academic and legal rationality,the full-region comprehensive land consolidation,a unique policy system in China,mainly focuses on regulating land resources and deeply participates in the production process of urban and rural space.However,existing research lacks an analysis of the operational mechanisms and logic behind spatial institutions.The theory of spatial production is an extension of Marxist political economy in the spatial dimension,which explores the projection of political,economic,and social relations on the urban-rural space.Therefore,the theory of spatial production can provide a new perspective for studying the full-region comprehensive land consolidation.By introducing the theory of spatial production,the full-region land space was examined within the framework of spatial production analysis.The operation mode of urban space,as well as influences of multi-subject power game on land space management and reconstruction,were disclosed.On this basis,the operation mechanism and optimization direction of full-region comprehensive land consolidation under the perspective of space production were investigated.Research results show that:(1)the spatial production of full-region comprehensive land consolidation is a multi-scale interactive process.On the macro level,the full-region comprehensive land consolidation is dominated by the will of China(i.e.,spatial representation).As a tool for China to promote land management and reconstruction,it has to reflect ecological civilization,regional coordination,and other important development wills of China,and realize multidimensional comprehensive goals.It is essentially a spatial reflection of systems.Moreover,there is a highly developed market economy in the Pearl River Delta.As a kind of economic spatial need,land will meet the active demand of industrial development.Under this circumstance,the full-region comprehensive land consolidation is influenced more by industrial economic factors(i.e.,spatial practice).Therefore,it is necessary to coordinate the relationship between national will(institutional space)and local industrial demand(economic space)on the macro level and realize the multidimensional consolidation goals under the prior guarantee of economic needs.On the micro level,the space after full-region comprehensive land consolidation can directly affect people's daily life(i.e.,representation space).For the Pearl River Delta with special population structures,the full-region comprehensive land consolidation should not only meet the macro spatial production but also consider the social benefits of spatial production,according to the needs of specific populations,to create a good dwelling space.(2)There are two models for comprehensive land consolidation in the Pearl River Delta and even in Guangdong Province.The first model is driven by consolidation projects,with the core to achieve high-quality revitalization of rural areas through the linkage of multiple consolidation projects.The second model focuses on integrating construction land ownership,to overcome the bottleneck of complex land ownership against urban and industrial development and achieve the integration of existing space and industrial upgrading development.Overall,the existing full-region comprehensive land consolidation has positively optimized the urban-rural spatial pattern and stimulated the vitality of land elements.However,from the perspective of spatial production,there are relatively few perspectives and strategies for full-region comprehensive land consolidation,and the comprehensive production efficiency of spatial resources is underused.Based on the theoretical cognitive framework of full-region comprehensive land consolidation under the theory of spatial production,specific response strategies are proposed to address the current difficulties in spatial production in the Pearl River Delta.On the dimension of spatial representation,it is suggested to implement the national strategic will on regional and urban-rural coordination,farmland protection,and ecological civilization through the reconstruction of institutional space in national spatial planning and land management.On the dimension of spatial practice,it shall explore innovative spatial supply for full-region comprehensive land consolidation by orienting to spatial needs of industrial economic development in the Pearl River Delta.The dimension of micro representation space examines new ways to create high-quality living space during full-region comprehensive land consolidation according to population structure and demand features in the Pearl River Delta.
