The Change Path of China's Rural Human Settlement Environment Governance Policy and Its Dynamic Mechanism:Based on the Explanation of Punctuated Equilibrium Theory
In order to clarify the change path and Internal logic of rural human settlements governance policies in China,this study uses 194 policy texts promulgated at the central level from 1949 to 2022 as the data basis,and uses the punctuated equilibrium model supplemented by policy bibliographic methods,to divide the policy changes of rural human settlements environment governance into three equilibrium periods and two intermittent periods,and analyze the dynamic factors driving policy changes.It is found that China's rural human settlement environment governance policy has undergone the transformation of people's health and security guaran-tees→improvement of basic living conditions→clean village appearance→beautiful and livable villages.Under the combined effect of top-down promotion of attention shift of central decision-making subjects and bottom-up driving of focus events,policy landscape change and policy field opening are induced,and the transformation of the dialectical relationship between environmental governance and eco-nomic development also plays an important role in policy change,which is concentrated as a nonlinear evolution logic alternating be-tween equilibrium adjustment and mutation innovation.This paper verifies the applicability and localization path of punctuated equilib-rium theory to the research of rural human settlements governance policies in China and puts forward prospects for the future develop-ment of rural human settlements governance policies.
