Research on Generation Logic and Agile Coping Strategy of Nuclear NIMBY Conflict
The nuclear NIMBY conflict is an inevitable pain in the process of China's nuclear energy construction.Through the investigation of four typical cases,the paper finds that the current nuclear NIMBY conflict presents three characteristics:the irrational output of public value,the coupling of conflict forms in the context of new media,and the social learning of popular protest actions.Through theoretical analysis and case verification,it is found that closed decision behind relative deprivation,cognitive imbalance under the influence of anchoring effect,trust obstruction caused by information asymmetry,and group action in interpersonal interaction state together constitute the generation logic of nuclear NIMBY conflict.Finally,based on the generation logic and under the guidance of agile governance theory,the paper puts forward specific countermeasures of agile response to nuclear NIMBY conflict from four di-mensions:scientific decision-making,cognitive correction,trust building and blocking transformation.
