Social Governance Community:The Cornerstone of Promoting the Modernization of Grass-roots Public Security Governance——From the perspective of structural theory
The construction of social governance community is not only an inevitable requirement to promote the modernization of state governance,but also an important means to safeguard national security and social stability.Based on the practical field of grass-roots governance in China,the construction practice of social governance community is investigated,and it is found that its subject di-versity,action synergy and ability aggregation can effectively adapt to the extensive sources,influence diffusion and complexity of pub-lic safety problems.At the same time,the community structure of social governance can form joint efforts and common actions through the operation process of capacity convergence mechanism,rule constraint mechanism and value guidance mechanism,so as to deal with public safety problems in an orderly and effective manner.However,in the actual construction of social governance community,it still faces the realistic dilemma of limited subjective ability,insufficient participation,less and uncomfortable rules and regulations,and disorderly value orientation.In view of this,the synergy of social governance community in grass-roots public security governance can be further exerted by activating and cultivating governance subjects,innovating and improving governance mechanisms and creating an optimized governance environment.
