摘要
文章通过提升韧性,实现市域治理现代化,提出"'技术—组织—制度'市域社会治理现代化分析框架",并就北京市的"杜苏芮"历史罕见特大暴雨事件进行案例分析.研究发现技术韧性、组织韧性、制度韧性的建设与实现市域社会治理现代化的概念相符,尤其是技术韧性在市域社会治理过程中起到了重要作用.
Abstract
Municipal governance can be modernized by improving resilience.The article proposes the"'Technology-Organiza-tion-Institution'Analysis Framework for the Modernization of Municipal Social Governance"and conducts a case analysis of the"Dusuri"heavy rain event that is rare in the history of Beijing.The study found that the construction of technological resilience,organ-izational resilience,and institutional resilience is consistent with the concept of realizing the modernization of municipal social govern-ance.In particular,technological resilience plays an important role in the process of municipal social governance.
