Effective Technological Innovation of China's High-tech Industry:Mechanism Analysis and Efficiency Evaluation
This paper puts forward the concept of effective technological innovation(ETI),analyzes its internal mechanism,and uses the expanded three-stage chain network DEA model to measure the ETI's total efficiency and sub-efficiency of China's high-tech in-dustry.Then,Moran index and three-dimensional scatter diagram are used to describe the spatial spillover effect and spatio-temporal e-volution characteristics of ETI.The study found that the total efficiency of most provinces has been improved in varying degrees,but the innovation and development between regions and provinces within the region is still not coordinated,and it hasn't been found there is a significant spatial spillover effect.The distribution characteristics of three-stage efficiency value roughly shows the second stage is high-er,the first stage is in the middle and the third stage is lower,which shows that the realization stage of innovation achievements is still a weak link affecting the improvement of ETI'efficiency,and measures should be taken to break through.
