The Two-Way Flow of Elements in the Context of County Territory Urban-Rural Integration:the Local experience and Innovation Path——Investigation and Reflection from FiveTypes of Counties across the Country
Promoting the two-way flow of urban-rural elements is an important basis for realizing the integration of urban and rural areas in counties,and it is also the basic requirement for building a new type of relationship between industry and agriculture and urban and rural areas.Based on the practical experience of five typical county-level cases in the country,the current innovation paths to promote the two-way flow of rural-urban elements in counties can be summarized as follows:Pro-mote the balanced flow of urban-rural elements through integrated spatial governance,promote the continuous flow of urban-rural elements through integrated industrial development,ensure the orderly flow of urban-rural elements through equal supply of services,and accelerate the free flow of urban-rural elements through market-oriented allocation of elements.Under the macro background of accelerat-ed integration of urban and rural areas in counties,and based on the overall goals of market-oriented allocation of element flow,institutionalized guidance of element management,regionalized balance of el-ement allocation,and equal sharing of element benefits,it is necessary to start from the five aspects of innovating the county-level spatial governance system,improving the county-level urban and rural market system,improving the county-level modern industrial system,promoting the transformation of the public service system,and comprehensively deepening the reform of the element system,so as to promote the formation of a more efficient new pattern of two-way flow of urban-rural elements.
