摘要
互联网平台企业掌握的海量大数据和智能算法的技术优势,使其在以数据和算法为主要支撑的数智时代的影响力和控制力日渐增强.面对日渐强势的互联网平台企业,在积极推动其参与国家治理、推进国家治理体系和治理能力现代化的同时,也需要各国在法律和技术层面强化对互联网平台企业日常经营和技术研发活动的规制,并构建有效的全球治理体系和完善相应的全球治理机制来应对互联网平台企业及其背后的资本对全球治理秩序的冲击.
Abstract
Internet platform enterprises hold a significant advantage with their massive big data sets and advanced intelligent algorithms,thereby increasing their influence and control in a data-driven and algorithm-dependent society.While leveraging these enterprises to participate in national gover-nance and promoting the modernization of national governance systems and capacities,it is also cru-cial for countries to strengthen the regulation of these enterprises'daily operations and technological development activities on both legal and technical fronts.Additionally,an effective global governance system and corresponding mechanisms must be established to counteract the impact of these enterpris-es and their underlying capital on the global governance order.
