Concepts,Organization,and Rules:An Analysis of the Dimensions of the Construction of the Intra-Party Accountability System of the Commu-nist Party of China in the New Era
Since the 18th National Congress of the Communist Party of China,the institutionalization of the intra-party accountability system has accelerated.Drawing on the World Bank's definition of the hierarchical levels of accountability systems,and based on the CPC's experience and principles of institutional development,an analytical framework starting from"conceptual construction"to"orga-nizational construction"to"rules construction"is proposed.This framework offers a new perspective for understanding the construction process of the intra-party accountability system.Conceptual con-struction establishes the value foundation for the development of the accountability system,organiza-tional construction forms the supporting entities for the system's operation,and rules construction pro-vides the legal guarantees for the system's execution.The intra-party accountability system,grounded in implementing comprehensive and strict governance of the Party,has gradually clarified the responsi-ble entities and specific duties for accountability.Centered around the"Regulations on Accountability of the Communist Party of China,"a specialized cluster of accountability regulations has been estab-lished.Underpinned by strong resource empowerment and high-level promotion,intra-party account-ability is characterized by a politically oriented,centralized,and intensified development course,ef-fectively reinforcing the political responsibility consciousness of Party members and cadres.The driv-ing force behind this system originates from the Party's self construction.
