In the context of rapid digital economy development,urban-rural integration faces new op-portunities and challenges.Whether the imbalance in urban-rural development will widen or narrow under the wave of the digital economy will significantly impact the future of high-quality,coordinat-ed regional development. From the perspective of digital justice, the current integration of urban and rural digital economies exhibits issues such as the imbalance of diverse stakeholders, the inadequacy of digital platform construction, the failure of long-term support mechanisms, and a disconnect in aligning interest goals. These problems primarily stem from insufficient complementary structures of digital economic elements between urban and rural areas, underdeveloped rural digital economy mar-ket systems, and relatively lagging institutional designs.Consequently, risks such as the squeezing out of digital economy elements between urban and rural areas, the replacement and exclusion of cer-tain elements by digital technology tools, and safety regulation risks within the digital economy have emerged.Addressing these challenges requires institutional design responses within existing legal frame-works to further legalize and harmonize urban-rural integration.
