摘要
城乡关系是基本的经济社会关系,也是人类社会在现代化进程中要正确处理好的一对关系.城乡融合发展是中国式现代化的必然要求,其背后有着严密的理论逻辑、历史逻辑和实践逻辑.改革开放以来,我国城乡关系逐步呈现出城乡融合的趋势,但城乡间仍然存在较深的制度鸿沟,给城乡融合发展带来了挑战.完善城乡融合发展体制机制,是协调推进和有效实施新型城镇化战略与乡村振兴战略的根本要求,加快推进以县城为重要载体的城镇化建设进程,打破城乡二元制度壁垒,构建促进要素双向流动的政策体系,加快城乡基础设施一体化建设和提升城乡基本公共服务均等化水平,形成"城市—县城—集聚镇—集聚村"的连续体,才能真正实现城乡融合发展.
Abstract
Urban-rural relations are fundamental economic and social relationships that need to be properly addressed during the modernization process of human society.Integrated urban-rural develop-ment is a necessary requirement of Chinese-style modernization,driven by rigorous theoretical,histor-ical,and practical logic.Since the reform and opening-up,China's urban-rural relations have gradu-ally moved towards integration,but a significant institutional gap still exists,posing challenges to ur-ban-rural integration.Improving the system and mechanisms for urban-rural integration is essential for coordinating and effectively implementing both the new urbanization strategy and the rural revital-ization strategy.Key actions include accelerating the urbanization process with counties as central hubs,breaking down the barriers of the dual urban-rural system,creating a policy framework that fa-cilitates the two-way flow of resources,speeding up the integration of urban and rural infrastructure,and raising the equalization of basic public services between urban and rural areas.By establishing a continuous framework of"city-county-town cluster-village cluster",true integrated urban-rural de-velopment can be realized.
