Cost Reduction and Efficiency Enhancement:Reform Pathways for the Modernization of Governance in China's Mega Cities——A Systematic Examination of Beijing's"Swift Response to Public Complaints"Reform
In recent years,Beijing's"Swift Response to Public Complaints"reform has achieved sig-nificant results,gradually forming a modern governance model for mega cities.This model integrates a hotline platform to handle massive demands,leverages citizen requests to drive urban governance,and enhances governance effectiveness through efficient resolution of issues.To further deepen urban grassroots governance reform,it is essential to maintain a problem-oriented approach,break through cyclical dilemmas and path dependence,alleviate the burden on grassroots governance,and place greater emphasis on the effectiveness of reforms to improve the quality of life for the people.By mod-elling the urban governance system,"reducing governance costs"emerges as a key leverage point.Optimizing variable factors within the subsystems of governance scale,governance units,governance mechanisms,and governance patterns can enhance the quality and efficiency of urban grassroots gov-ernance.Practically,efforts should focus on categorizing and streamlining extensive demands,strength-ening internal governance capacity at the street-community level,breaking through institutional barri-ers,and establishing a broad governance framework,so as make integrated efforts in cost reduction,quality enhancement,and efficiency improvement in urban grassroots governance,ultimately better translating the advantages of the socialist system with Chinese characteristics into governance effective-ness that meets the needs of the people for a better life.
