By strengthening the role of"technical elements,"represented by patents,and through processes such as environmental monitoring,pollution control,and resource utilization,technological intellectual property rights play a positive role in promoting envi-ronmental protection.At present,there are still problems such as the ineffective utilization of a massive amount of technological intel-lectual property rights,underutilization of existing institutional space,and deficiencies in foundational institutions.Through the specif-ic path of"project-led,regional pilot,and legal follow-up",we can gradually realize good law and good governance by conducting re-gional pilot projects in the Taihu Lake,a world-class lake area,and paying attention to the deviation effect in the overall process.
