摘要
在不断学习、借鉴和探索过程中,我国现代大学制度的框架逐步成型,建设特色逐渐明朗,但一定程度上还存在着制度追赶、制度频变和制度虚置等带来的一系列问题.其原因在于大学内部对现代大学制度的价值属性缺乏应有的重视,制度制定与执行中存在被动管理行为,制度评价与监督程序虚化.现代大学制度建设需要理顺制度背后的文化价值取向,平衡制度的价值属性与技术属性,平衡制度的创新与延续的关系,塑造自觉自愿的制度践行文化,坚持大学为学生的理念.
Abstract
Through continuous learning,adaptation,and exploration,the framework of China's modern university system has gradually taken shape,and its distinctive features are becoming clearer.However,compared with the expectations for universities in the new stage,to a certain extent,challenges remain:institutional"catch-up"has led to deviations,frequent changes have caused anxiety,and hollowing of institutions has created confusion.These issues are down to an insufficient focus on the value attributes of university systems,passive management behaviors in policy formulation and implementation,and a lack of rigor in evaluation and oversight mechanisms.Building a modern university system requires clarifying the governance logic underlying institutional structures,balancing value and technical attributes,strengthening institutional recognition and supervision,maintaining a balance between innovation and continuity,and upholding the principle of student-centeredness in higher education.
