In the Constitution of the People's Republic of China,"establishment"and"geographic division"both refer to matters of the individual redivision of administrative regions that do not possess the attribute of constitutional amendment.They complement each other in extension but do not intersect."Establishment"and"geographic division"were written into the Constitution,and although they successfully achieved the goal of horizontally allocating the decision-making power for the redivision of administrative regions among provinces,autonomous regions,and municipalities directly under the central government,they have lost the function of absorbing new matters and stimulated the extralegal decomposition and reconfiguration of the decision-making power.The main proposals for improving"establishment"and"geographic division"in the Constitution include returning the decision-making power over"geographic division"matters of provinces,autonomous regions,and municipalities directly under the central government to the National People's Congress,establishing the decision-making power over"other major redivision of administrative regions of the state,"integrating"establishment"and"geographic division"into one category of"redivision of administrative regions,"and enacting an"administrative division management law"to support the improvement of"establishment"and"geographic division"plans,and provide legal protect for strengthening and improving works about administrative divisions.
