摘要
乡村数字治理是新发展阶段技术赋能乡村数字化转型的产物,是推进乡村基层治理体系和治理能力现代化的重要抓手.苏南 L村田野调查的一项微观研究表明,数字治理对乡村共同体建设进行赋能提质主要体现在多元主体赋能、利益表达赋能、交流空间赋能、交往机制赋能、集体认同赋能等五个方面.深入剖析数字赋能条件下的信息平权、共生共赢、民主参与、开放透明以及公平分配等价值指向对乡村共同体的形塑,探讨乡村治权分享共同体、利益共同体、集体自决共同体、信任共同体、情感共同体的建构实践,以期推进数字乡村建设战略落地见效.
Abstract
Rural digital governance is a product of rural digital transformation under the empowerment of technology in the new development stage,and is an important lever for promoting the modernization of rural grassroots governance system and governance capabilities.Through a micro study conducted through a field survey on the construction of a digital rural community in L Village,southern Jiangsu,this study analyzed the characteristics and characterizations of five aspects:the empowerment of multiple subjects,the empowerment of interest expression,the empowerment of communication space,the empowerment of communication mechanisms,and the empowerment of collective identity.It delved into the value orientations of information equality,symbiosis and win-win,democratic participation,openness and transparency,and fair distribution under the digital empowerment conditions,which shaped the rural community,And it explored the construction practice of rural governance sharing community,interest community,collective self-determination community,trust community,and emotional community,in order to promote the implementation and effectiveness of digital rural construction strategy.
