Operational Logic and Reflections on Cross-county Relocation Communities in the Process of Urban-rural Integrated Development:A Perspective Based on Community Agency
The reconstruction of community order in cross-county relocation is a dynamic process involving subjects, spaces, elements, and systems. This study uses the J resettlement area in Zhaotong,Yunnan Province,to analyze the operational logic of such communities. It focuses on the transition from"root severance"in the original location, aimed at eradicating poverty,to"integration"in the resettlement area, which includes employment, community governance, social adaptation, and ethnic integration efforts. The coexistence of unbroken roots from the original location and challenges in integration within the resettlement area marks these communities'unique characteristics. To address these issues, the study suggests linking urbanization and urban-rural integration strategies, focusing on the real problems of large resettlement areas, improving collaborative mechanisms, enhancing public services, and avoiding social isolation.Additionally,it emphasizes reshaping community consciousness, strengthening autonomous systems, and enhancing the relocated population's motivation to avoid the negative effects of prolonged external support.
