摘要
增加农民收入是"三农"工作的中心任务,防止规模性返贫是全面推进乡村振兴的底线任务.通过对现有文献的梳理和对近年来农民增收形势的分析发现:多年来,在农民收入持续较快增长的同时,农村低收入人口增收更快,这为打赢脱贫攻坚战做出了重要贡献.但是,近两年,农村低收入人口增收放缓、困难加大的问题凸显,促进农村低收入人口增收的重要性、紧迫性明显增加.在此基础上,从增收难度和减收风险等角度,分析了当前乃至今后促进农村低收入人口增收面临的困难与挑战,并从推进帮扶机制建设、加强能力培训、创新发展机制、推动产业融合发展、完善公共服务支持、提振发展信心等方面提出促进农村低收入人口增收的对策建议.
Abstract
Increasing farmers'income is a core concern of all work related to agriculture,rural areas,and farmers,and preventing the mass return to poverty is an absolute requirement for comprehensively promoting rural revitalization.A review of existing literature and analysis of farmers'income growth in recent years reveals that,while farmers'income has continued to grow rapidly,the income of low-income rural people has increased even faster,making significant contributions to poverty reduction.However,in the past two years,difficulties in increasing the income of rural low-income populations and the rising challenges in boosting farmers'income have underscored the importance and urgency of promoting income growth among rural low-income individuals.Based on this,this paper examines the current and future challenges in promoting income growth among rural low-income individuals,specifically addressing the difficulties in increasing income and the risks of income reduction.The paper proposes several measures and suggestions to promote income growth among rural low-income individuals by enhancing assistance mechanisms,strengthening capacity building,innovating development mechanisms,promoting industrial integration,improving public service support,and boosting confidence in development.
