The development philosophy that prioritizes"people"is integrally linked to the progression of county-level urban-rural integration,which hinges on the flow of various elements.Using comprehensive land management as a case study,the dynamic process is driven by the movement,interaction,and synthesis of elements,with land at the center,affecting the interplay between urban and rural populations and industries.Specifically,in a market-oriented system for allocating land resources,creating a balanced mechanism and emphasizing political attributes can facilitate the flow and synthesis of capital elements.By means of spatial planning and the reconfiguration of land development rights,this approach can prompt a transformation in the rural employment structure.An improvement in urban-rural welfare provision,based on shifts in investment and employment patterns,ultimately shapes the holistic scene of county-level urban-rural integration.Moving forward,the execution of the"big country,small cities"strategy should persist along the path of"integration through aggregation,"utilizing comprehensive strategies such as all-encompassing and thorough elemental flow,structural transformation,and functional integration,all revolving around the core of"people".
