Study on the Risks and Mechanisms of the"Rural Digital Cocoon":Analysis Framework Based on"Structure-process"
The governance aspirations for the digital countryside entail an expectation that digitalization will enhance the quality and efficiency of rural governance.However,the phenomenon of the"rural digital cocoon"—characterized by its encapsulation of the rural domain,constraints on the agency of governance subjects,and the obfuscation of project beneficiaries under the auspices of tendency demand—may impede the realization of these governance objectives.The proliferation of the"rural digital cocoon"is potentially expedited by the deluge of digital information,hierarchical systems,and the irrational behaviors of diverse governance actors,presenting risks of superficiality,internal constriction,and exacerbation of compartmentalization.This study,grounded in the"structure-process"research paradigm and informed by field surveys,identifies four interrelated dimensions that constitute the"rural digital cocoon":the"strong implementer"driven by performance targets,the"big co-operator"incentivized by digital growth metrics,the"weak actor"operating under administrative pressures,and the"small receiver"characterized by passive engagement.These dimensions form a complex chain that encapsulates the rural digital environment.Reflecting on the impediments to effective digital rural governance and proposing a prophylactic approach are crucial for harnessing the true value and significance of the digital rural strategy,thus playing a pivotal role in its meaningful deployment.
