摘要
基于新发展理念,从农业生产力"新质态"的视角,探讨了数字普惠金融赋能农业新质生产力提升的四种"新质态"内涵,并揭示其作用机理、现实障碍及突破路径.数字普惠金融通过提高金融服务效率、引导绿色农业低碳转型、拓展新质农业发展空间、增强要素资源整合能力来提升农业新质生产力,但也面临数字普惠金融嵌入"三农"实体场景融合度偏低、绿色金融服务标准与人才支撑体系不健全、跨区域数字农业金融合作机制不完善、农业科技创新资源整合能力不足等现实障碍.对此,可通过加快构建涉农数据集成共享机制、完善绿色新质农业认证体系与数字金融人才储备制度、创新跨区域农业发展的金融风险分担与合作机制、加强数字农业产业链金融系统集成监管等路径来提升农业新质生产力.
Abstract
Based on the new development concept,this paper discusses four"new-quality state"connotations of digital inclusive finance empowering the upgrading of agricultural new-quality productivity from the perspective of"new quality state"of agricultural productivity,and reveals its internal logic,realistic obstacles,and breakthrough paths.Digital inclusive finance enhances new-quality agricultural productivity by improving the efficiency of financial services,guiding the green low-carbon transformation of agriculture,expanding the development space of new-quality agriculture,and enhancing the ability to integrate factor resources.However,it also faces practical obstacles such as low integration of digital inclusive finance into the rural,agricultural,and farmer entities,imperfect green financial service standards and talent support systems,inadequate cross-border digital agricultural financial cooperation mechanisms,and insufficient integration capabilities of agricultural science and technology innovation resources.We proposed to accelerate the construction of agricultural data integration and sharing mechanisms,improve the green new-quality agricultural certification system and digital financial talent reservation system,innovate financial risk sharing and cooperation mechanisms for cross-border agricultural development,and strengthen the integrated supervision of digital agricultural industry chain finance systems to develop agricultural new-quality productivity.
