Logical Framework,Difficulties and Obstacles and System Construction of Deepening the Reform of Rural Collective Property Right System
The intensification of rural collective property rights system reform constitutes a pivotal component of the comprehensive advancement of reforms in the contemporary era and serves as a crucial pillar for achieving the comprehensive revitalization of rural areas.Against the backdrop of China's modernization,three persistent issues within national collective economic organizations persist:the operating mechanism,distribution model,and decision-making system.These inherent challenges have not been adequately addressed by the completion of the rural collective property rights system reform task.Grounded in property right theory and contract theory,this research conducts an analysis from the tripartite perspectives of management,mechanisms,and systems.It delineates a logical framework for deepening the reform of the rural collective property rights system in the new era,characterized by"logical framework,triple constraints,key directions,and systemic construction".The study underscores the ongoing necessity in the new era to standardize the operating mechanisms of rural collective economic organizations,to advance the market-oriented reform of the new rural collective economy,and to establish a modern enterprise system for the new rural collective economy as central tasks.Consequently,it is imperative to consolidate and refine the achievements of the rural collective property rights system reform,to foster the market-oriented transformation of the new rural collective economy,and to construct a modern enterprise system for rural collective economic organizations.
