This article aims to study the Fourier bilinear multiplier theorem with Besov regularity.The method of dis-cretizing the multiplier operator into a single parameter binary convolution operator and weak duality is adopted.We obtain the boundedness of Fourier bilinear multiplier operators with Besov regularity,which extends the conclusion of Tomita and Fujita in reference.
