关于全域土地综合整治的思考——以西安市为例

摘要
开展全域土地综合整治是贯彻国家新时期发展要求,有效发挥优化城乡地区国土空间格局作用,助力乡村振兴的一项重要举措.结合西安市全域土地综合整治试点的实践经验,从规划编制、组织管理体系建立、配套管理制度完善、项目实施监管、产业导入等方面,总结了试点实施中存在的问题,提出了针对性的优化建议,以期为全域土地综合整治的全面开展提供建议和思路.
Abstract
Carrying out comprehensive land consolidation is an important measure to implement the national development require-ments in the new era,effectively play the role of optimizing the spatial pattern of urban and rural areas,and help rural revitalization.Based on the practical experience of the pilot project of comprehensive land consolidation in Xi'an City,this paper summarized the problems existing in the pilot project implementation from the aspects of planning,establishment of organizational management sys-tem,improvement of supporting management system,project implementation supervision and industry introduction,etc.,and put for-ward targeted optimization suggestions in order to provide suggestions and ideas for the comprehensive development of comprehen-sive land consolidation.
