The overall layout of"five in one"is an important part of the Chinese model of national governance theory.Guided by the overall layout idea of"five in one",the core professional theory of plant protection,comprehensive pest management is analyzed by analogy using the general formula M_5IP⊇Ec⊃S⊃P⊃(E∪C).Thus,new ideas were obtained to promote the innovation and develop-ment of the overall layout of professional management of plant protection,and a new concept of"five in one"of comprehensive pest management was proposed to promote the implementation of modern national management theory with Chinese characteristics in plant protection.
