摘要

安全是户外运动可持续发展的生命线,更是永远不可触碰的底线.基于系统安全视域,对高风险户外拓展运动安全风险及其应对进行理论探讨.研究认为:(1)系统安全理论之于高风险户外拓展运动系统安全分析既具有适切性和契合性,也具有较为重要的理论指导意义;(2)参与人员的不安全行为、安全保护器械装备的不安全状态、运动环境的不确定性以及监督管控缺位失察是导致系统安全事故的主要致因;(3)从对冲系统安全风险处着力,提出加强学员安全教育、强化拓展教练安全培训考核、加强运动过程监管、健全针对性政策法规、加强运动环境管理、构建完善的高风险户外拓展运动安全管理系统等策略.

Abstract

Safety is the lifeline for the sustainable development and the bottom line of outdoor sports.This paper mainly studies the safety risk factors and countermeasures of high-risk outdoor outward bound sports training system from the perspective of system safety.It is concluded that:(1)the system safety theory is suitable for the system safety analysis of high risk outdoor outward bound sports system and also has im-portant theoretical guiding significance;(2)unsafe behavior of trainees,unsafe state of safety protection equipment,uncertainty of training en-vironment and absence of supervision and control are the main factors affecting system safety;(3)it proposes security management strategies such as strengthening the safety education of students,strengthening the safety training and assessment of outdoor outward bound trainer,strengthening sports process supervision,improving targeted policies and regulations,strengthening sports environment management and building a sound safety management system for high risk outdoor outward bound sports from the perspective of hedging security risk.
