Consultative governance,as an important democratic form of grassroots governance in China's socialist consultative system,fits the dual functions of democracy and governance in modern governance theory,and is an important way to promote the improvement of China's sports governance capacity and the modernization of sports governance.Using the methods of literature study,logical analysis and field re-search,and drawing on modem consultative governance theory and democratic theory,we examine the existing problems of urban community sports in China,improve the framework of the urban community consultation system to regulate the consultative behavior of grassroots govern-ance subjects,and promote the continuous optimization of the consultative governance of urban community sports through the design,opera-tion and improvement of the system in order to solve the problems of the main body of the consultative governance of urban community sports,process and structure.
