Evolution Logic and Development Trend of the Policy of High-Level Sports Teams Construction in Chinese Universities
Literature research,expert interview and logical analysis were used to sort out the development history of college high-level sports teams construction policy in China since 1987,and explained the internal logic of policy evolution and proposed the development trend.The study concluded that the policy of high-level sports teams construction in Chinese universities has gone through four stages:ini-tial testing,adjustment and transformation,high-speed promotion and deepening reform.Evolution of the policy reflects the driving mech-anism changes in social environment change,government macro-regulation and the game of interest subjects,an evolutionary policy guar-antee with a focus on authority,incentives and capacity building policy tools incentive and capacity building policy,penetrates the policy o-rientation with equal emphasis on athletic value and educational value,and reflects a policy discourse system dominated by government.In the future,the development of college high-level sports teams construction policy in China should form the dynamic mechanism of"coordi-nation and unification,multi-party cooperation",strengthen the combination of policy tools,adhere to the value orientation of multiple perspectives,and build a policy discourse system that integrates public opinion.
