外文摘要：General Secretary Xi Jinping's important discourse on"ice and snow are also mountains of gold and silver"provides an action guide for the high-quality development of ice and snow sports tourism industry.Using literature and other methods,based on the continuous emergence of new types of ice and snow sports tourism formats and consumption models,a basic integrated structure with multi factor linkage and a central coupling system will be constructed;multi directional strategic goals and triple benefit synergy;a logical architecture with intel-ligent operation logic and precise matching of supply and demand.The high-quality development of the ice and snow sports tourism industry in the digital era urgently requires the collaboration of digital governance elements.Among them,the digital talent element is the foundation of innovation,the technological innovation element is the endogenous driving force,the product innovation element is the core of the industry,the data resource element is the strategic resource,and the channel innovation element is the linkage guarantee.The five major elements of collaborative linkage provide digital governance guidance for the high-quality development of the ice and snow sports tourism industry:pre-cise supply of policies and regulations,strengthen the joint promotion of soft and hard constraints;building a three-dimensional regulatory mechanism and promoting targeted policy implementation in the governance process;driving two-way communication among governancing entities and promote collaborative governance among multiple entities;accurately allocating governance resources and driving the transforma-tion and upgrading of factor endowments.
