The former Sports Law has more public power control provisions,administrative color is strong,sports rights appear to a certain ex-tent of fictitious.With the change of social governance concept and the further development of sports professionalization,industrialization and marketization,the lag of legislation becomes more and more obvious.The new Sports Law positively responds to the requirements of adminis-trative reform and the rights of citizens in the process of sports industrialization and marketization,and reorients the relationship between ad-ministrative power and citizens'sports rights,a number of provisions reflecting citizens'sports rights have been added,emphasizing"rights-based"and emphasizing multi-agent governance with society as the center,while the new Sports Law reintegrates the existing provisions on administrative power control,this paper clarifies the limits of administrative power's intervention on sports cause,and highlights the guid-ing,service and supervision functions of the government,which provides an important basis for promoting the long-term development of sports cause.
