Using research methods such as literature review,this paper deeply analyzes the value implications,practical bottlenecks,and transition paths of the dual carbon target driving the development of new productive forces in the ice and snow sports tourism industry.Re-search has found that the dual carbon targets driving the development of new productive forces in the ice and snow sports tourism industry can help adapt to the requirements of circular economy development driven by new productive forces at the policy level;At the industrial level,promote high-quality development of the industry;At the market level,dynamically balance the supply and demand relationship in the market;At the enterprise level,drive the transformation and innovation of enterprise business models;On the consumption level,estab-lish a green and low-carbon consumption concept.However,at the current policy level,the macro meso micro industrial policy support system is not perfect;At the industrial level,there is a lack of product standards and green low-carbon development operation mecha-nisms;At the market level,there is no sound industrial standard system and carbon sequestration digital platform yet;At the enterprise lev-el,there are bottlenecks such as weak low-carbon technology innovation and green product research and development capabilities.Propose a transition path to address the current bottleneck:policy orientation,sound macro,meso,and micro industrial policy system;Empowering industries and building a modern industrial system guided by the goal of green and low-carbon development;Market driven,building an industrial carbon data management platform and improving carbon market mechanisms;Guided by ideology,establish a sound legal system for green and low-carbon consumption.
