公众参与对政府购买公共体育服务及其有效性影响的研究——基于fsQCA方法

公众参与是提高政府购买公共体育服务有效性的重要因素,但其对政府购买公共体育服务有效性的影响具有复杂性.运用模糊集定性比较分析法(fsQCA),对2022 年上海城市业余联赛项目的12 个项目绩效评估报告进行分析.研究发现:公众参与的广度、深度、范围和主动性共同作用于政府购买公共体育服务的有效性,形成了范围驱动型路径和深层反馈型路径2 种条件组态模式.其中,参与深度作为核心因素,与政府购买公共体育服务的有效性呈正相关;而参与的范围相对灵活,在不同购买项目中的影响具有差异性;参与的广度和主动性则在购买服务的过程中发挥辅助作用.建议:建立信息透明机制、提供多元化参与渠道、制订社区参与计划;制定明确的政策标准、建立绩效评估体系、开展社会效益评估;建立双向沟通渠道、形成实质性反馈机制、组织公众教育和培训.
Research on Public Participation Influence the Government's Purchase of Public Sports Services?——Based on the fsQCA Method
Public participation is an important factor to improve the effectiveness of the government's purchase of public sports services,but its impact on the effectiveness of the government's purchase of public sports services is complicated.Fuzzy sets qualitative comparative a-nalysis(fsQCA)was used to analyze the performance evaluation reports of 12 projects of Shanghai City Amateur League project in 2022.It is found that the breadth,depth,scope and initiative of public participation jointly affect the effectiveness of government's purchase of pub-lic sports services,forming two conditional configuration modes:scope driven path and deep feedback path.Among them,the depth of par-ticipation,as the core factor,is positively correlated with the effectiveness of the government's purchase of public sports services.The scope of participation is relatively flexible,and the influence in different purchase items is different.Breadth of participation and initiative play a supporting role in the process of purchasing services.Suggestions:Establishing information transparency mechanism,providing diver-sified participation channels,and developing community participation plans;Formulating clear policy standards,establishing performance e-valuation system,and carrying out social benefit evaluation;Establishing two-way communication channels,providing substantive feed-back mechanisms,and organizing public education and training.
