Research on Influencing Factors of Government Purchasing Public Sports Service Performance Based on ISM and AHP
The performance of government purchasing public sports services is affected by many factors,which involve a wide range of fields and have complex relationships.In order to clarify the hierarchical relationship and influence ranking among these factors,and provide refer-ence for government decision-makers to purchase public sports services,this paper,based on the existing literature and case analysis of gov-ernment purchase of public sports services.Under the theory of system engineering,this paper analyzes the hierarchical relationship among the factors that affect the performance of government purchasing public sports services by using the interpretative structural model(ISM),and uses the analytic hierarchy process(AHP)to rank the influence of each factor in the structural model,and obtains the weight of each factor in the index system.The results show that:the political and cultural environment,institutional environment and economic environment are the deep-seated fundamental factors;the path of public participation,information disclosure,professional personnel training and standardized purchase process are the indirect factors in the middle level;among the direct factors on the surface,fund supervision,undertaking qualifica-tion and purchase model are the most important.
