Multiple Paths for Improving Green Technology Innovation Efficiency from the Perspective of Institutional Configuration
In the context of the world's economic downturn and serious ecosystem problems,green technology innovation has become the focus of a new round of industrial revolution.In recent years,China has made remarkable achievements in green technology inno-vation,however,China is a vast country and the development of green technology innovation is not balanced among provinces.In order to improve the green technology innovation of all provinces in China,two key issues need to be solved:one is to measure the current situation of green technology innovation of provinces more scientifically,and the other is to dig out the key influencing factors of green technology innovation,and find the path to improve it.In the measurement of green technology innovation,previous studies have used the number of green patents or principal component analysis,ignoring the process and dynamic characteristics of green technology innovation.Data envelopment analysis can avoid these problems and better measure green technology innovation by measuring the efficiency between inputs and outputs.At the same time,the dual attributes of"green"and"innovation"of green technology innovation need to be considered at the same time,but previous studies emphasized"innovation"over"green"when using data envelopment analysis,resulting in the lack of key elements in the measurement of green technology innovation.Therefore,based on the perspective of inputs and outputs,this study uses the total factor productivity of green technology innovation to measure the efficiency of green technology innovation in each province.In terms of the influencing factors of green technology innovation,since institutions have the function of constraining and influencing organizational behavior,institutional theory can effectively explain the influence of the external environment on the implementation of green technology innovation by enterprises.However,previous studies have separately analyzed the influence of three types of institu-tional factors,namely government,market and society,on green technology innovation,with less attention paid to the dominant,compet-itive and synergistic relationships among them.Based on the institutional configuration perspective,this study argues that different com-binations of institutional factors can present diverse institutional groupings,which lead to different paths for enhancing green technology innovation in different types of provinces.Therefore,this study simultaneously considers three institutional factors,namely government,market and society,and selects government regulation,government support,market opening,market competition and social supervision as antecedent conditions to qualitative comparative analysis.This study collects through open databases,such as China Statistical Yearbook,China Statistical Yearbook on Science and Technology,China Energy Statistical Yearbook,and China Statistical Yearbook on Environment,to collect the data from 2011 to 2020,and manual-ly collated the number of environmental protections reports in provincial media,taking a one-year lag treatment to perform qualitative comparative analysis.The results show:First,we construct a green technology innovation efficiency evaluation system that includes multi-dimensional inputs and outputs.The input indicators include innovation input,resource input and green input,and the output indi-cators include innovation output,economic output and green output.Secondly,a single institutional factor does not constitute a necessary condition for high green technology innovation efficiency,but social supervision plays a universal role in promoting high green technolo-gy innovation efficiency.Thirdly,there are three kinds of institutional factors combination to improve green technology innovation effi-ciency:"market-society promotion","government-society supervision"and"government-market-society synergy promotion".Finally,in the absence of social supervision,even if the government gives full play to the role of regulation and support,it cannot lead to high green technology innovation efficiency,which proves that there are limitations for the government institutional to play its role.On the basis of previous studies,this study contributes in the following three aspects:first,it simultaneously explores the influence of three types of institutional factors-government,market and society-on green technology innovation efficiency,enriching the study of external influences on green technology innovation efficiency.Second,responding to Hitt and Xu's(2019)call for the study of multi-ple institutional combinations,the perspective of institutional configurations is introduced into the study of institutional theory,which expands the research perspective of green technology innovation efficiency.Third,a multidimensional green technology innovation efficiency measurement index system based on input and output is constructed,expanding the evaluation research of green technology innovation efficiency.The findings of this study reveal different paths to improve the green technology innovation efficiency,especially the three different combinations of institutional factors reflect the multiple ways to improve the green technology innovation efficiency in different provinc-es of China when the government,the market and the social forces are different,which will help different provinces of China to combine their own actual situation and choose the paths suitable for them to improve green technology innovation,so as to alleviate the problem of the imbalance of the development of China's green technology innovation,and to promote the green economy,which will be condu-cive to the realization of the goal of high-quality development.
