Co-innovation for Shared Mission:The Mechanism of Innovation Consortium Driving Key Core Technology Breakthroughs:A Case Study Based on Zhijiang Lab
The ongoing technological revolution,spearheaded by artificial intelligence(AI),is reshaping the global innovation landscape at an unprecedented pace.Technology has emerged as a pivotal force in the geopolitical tussle among leading nations.It is imperative to harness the potential of Al,intelligent computing,and network information to bolster core technology research and development,thereby accelerating the quest for high-level scientific and technological self-reliance and self-improvement.The innova-tion consortium serves as important carrier,effective pathway,and organizational model to break through the bottleneck problem of key core technologies,solve the bottleneck problem of collabora-tive innovation between industry-university-research,strengthen the efficiency of the national innovation system,and accelerate the creation of original technology source areas and the context-based innovation and technology transfer.In China's bid to lead the AI race,understanding how innovation consortia can expedite the resolution of national demands in in-telligent computing is of paramount importance.It is crucial to empower the emergence of new-quality productivity mechanisms and pathways,offering theoretical and strategic insights for de-cision-making.However,current research has largely overlooked the role of innovation consortia in propelling breakthroughs in key technologies such as intelligent computing.This article is based on the national strategic demand for S&T Self-reliance and Self-improvement in the digital era,and based on the theory of the new national innovation system and the perspec-tive of innovation consortium,taking the national strategic S&T forces and leading innovation consortium in the field of intelligent computing-Zhejiang Lab as an example.Employing a longitudinal single case study method from the multi-dimensional perspective of"resource aggregation-subject collaboration-talent motivation-tech-nology transfer-and ecological integration",this paper analyzes in depth how the intelligent computing innovation consortium led by Zhejiang Lab explores the path and new mechanism of forming a"consortium of innovation consortium"to drive key core technol-ogy breakthroughs through co-innovation,and further refines the theoretical framework of innovation consortium driving key core technology breakthroughs.The study reveals that the key to sustained breakthroughs in core technologies lies in the consortium's ability to pool innovation resources,guided by a mission of technological self-reliance.Inno-vation consortia enables multiply innovation players work together to solve problems and answer questions,reverse short termism,and focus on addressing the bottleneck issues of key core technologies in the long run.Institutional innovation in talent recruitment,as-sessment,incentives,and cultivation can greatly stimulate talent in-novation vitality and improve the efficiency of key core technology research and development.The consortium's integration of diverse roles within the innovation ecosystem is pivotal in fostering deep collaboration between industry,academia,and research institutions,effectively surmounting the traditional impediments to technology transfer.The aim is to transcend the"valley of death"and the"sea of Darwin,"which are common challenges under the convention-al linear innovation paradigm.To achieve this,the consortium establishes an innovation loop and cycle that initiates with con-text-driven basic research and culminates in the industrialization of achievements,thereby stimulating further innovation iterations.This is accomplished by leveraging significant contexts and large-scale projects to catalyze collaborative research across various segments and stakeholders within the industry chain.The approach promotes deep integration of industry-university-research efforts and facilitates efficient synergy and innovation among enterprises.This comprehensive engagement ensures that key core technology bottlenecks are continuously addressed.In essence,this strategy cultivates a collaborative,efficient,and robust innovation ecosys-tem that is capable of driving sustained breakthroughs and tackling core technological challenges,thereby propelling the advancement of the entire industry.This study further introduces a theoretical framework designed to propel innovation consortia towards sustained breakthroughs in key core technologies.Initially,the aggregation of innovation resources is identified as a foundational element,crucial for maintaining mo-mentum in these breakthroughs.By adeptly pooling resources—such as funding,infrastructure,and talent—the consortium can of-fer robust,stable,and enduring support for R&D endeavors,thereby substantially mitigating innovation risks and enhancing the overall efficiency of the innovation process.Secondly,the"subject-talent-achievement-ecology"linkage mecha-nism is highlighted as a systemic support for ongoing advancements in key technologies.The optimization of resource distribution across various innovation entities necessitates the consortium's flexible institutional mechanisms.For the efficient and uninter-rupted progress in these technologies,consortia must undertake comprehensive institutional reforms,transcending conventional management approaches and overcoming the limitations inherent in traditional R&D organizational structures.Thirdly,the establishment of context-driven innovation consortia is posited as a novel approach to foster sustained technological breakthroughs.By capitalizing on the consortium's extensive sci-entific infrastructure,research platforms,ample R&D funding,and top-tier talent,along with its strengths in institutional operations,project management,research funding,talent attraction,evaluation,incentives,and technology transfer,the consortium can draw in government bodies,leading academic institutions,research orga-nizations,and pioneering enterprises from around the world.This collaboration aims to advance cutting-edge research and develop-ment,achieve breakthroughs in key technologies,and facilitate the technology transfer.In doing so,the consortium can establish a global network of sci-entific and technological innovation cooperation that is all-encom-passing,multi-tiered,and interdisciplinary,spanning across govern-ment,industry,academia,and research sectors.This network fosters a strategic,collaborative,open,and mutually beneficial ecosystem that is conducive to innovation.It accelerates the development and commercialization of key technologies,enabling high-level scientif-ic and technological self-reliance and improvement,and nurturing new forms of quality productivity.This study,pioneering in its longitudinal single-case academic examination of national laboratories,offers significant theoretical and practical insights.It addresses the critical need to align with national missions in the digital age,emphasizing the importance of bolstering enterprise-led integration between industry,academia,and research.By pooling resources and expertise,the study under-scores the collective effort required to drive innovative and lead-ing-edge technological breakthroughs.Furthermore,it advocates for accelerating the
