Industrial Policy,Government Characteristics and Total Factor Productivity:Theoretical and Empirical Research based on New Structural Economics
Industrial policy is an important starting point for the Chinese government to develop the economy,total factor productivity is an important symbol of high-quality economic devel-opment,to clarify the internal logic of industrial policy and total factor productivity is a major theoretical problem facing China's economic development.Based on the research framework of new structural economics,this paper theoretically expounds the mechanism and dependence conditions of government industrial policy on total factor productivity,and empirically analyzes the impact and mechanism of industrial policy on total factor productivity.This paper innova-tively uses industry-related central administrative regulations and departmental rules,local regu-lations and local government rules to conduct a comprehensive quantitative identification of in-dustrial policies,empirically tests the driving role and spatial effect of industrial policies in total factor productivity progress,and further analyzes the complementary role mechanism between industrial policies and market.And the heterogeneous impact of government characteristics on industrial policy effects.The results show that the introduction and implementation of industrial policy significantly improve local TFP,and has a positive spatial spillover effect;The central industrial policy and local industrial policy show complementary effects in promoting local TFP,and the complementary effects are mainly concentrated in the eastern region.The promo-tion effect of industrial policy on local TFP is highly dependent on the degree of local marketiza-tion;The promotion effect of industrial policy on local TFP also depends on the"autonomy"and"embeddedness"characteristics of local governments.
