Carbon Emission Trading Policies and the Achievement of China's"Dual Carbon"Goals:Based on Measurement and Analysis of the Carbon Neutrality Process
The"Dual Carbon"goals is a significant strategic decision made by the central government and serve as a crucial lever for achieving high-quality transformation in China's economic development.To scientifically quantify China's carbon neutrality process,examine the implementation effects of relevant policies,and analyze the paths to achieve carbon neutrality goals,this study first constructs an index system reflecting the carbon neutrality progress in each province from the dimensions of regional overall,per capita,and energy consumption.It summarizes the spatiotemporal dynamic evolution characteris-tics.Subsequently,treating the carbon emissions trading policy pilot as a quasi-natural ex-periment and based on provincial panel data,the study deeply analyzes the impact of this policy on the realization of China's carbon neutrality goals.The research reveals that the carbon emissions trading policy can promote the realization of regional carbon neutrality goals,and its effects are manifested in both carbon emissions and carbon absorp-tion(carbon sinks).Mechanism analysis indicates that the carbon emissions trading policy promotes carbon neutrality goals through a dual channel of improving energy structure and enhancing energy efficiency.This study provides scientific empirical evidence and policy support for achieving the"Dual Carbon"goals,establishing a sound carbon market in China,and promoting high-quality economic development in the country.
