The Logical Interpretation and Development Path of Institutional Openness under the Path of Chinese Modernization
Chinese modernization is socialist modernization led by the Communist Party of China and the only way to realize the great rejuvenation of the Chinese nation.As the core driving force and fundamental way to promote Chinese modernization,institutional opening up originates from,but is not limited to,the traditional opening up to the flow of goods and factors,and all policy design,institutional arrangements and international coordination re-lated to cross-border economic and trade cooperation belong to institutional opening up.Since the founding of the People's Republic of China,institutional opening up has gone through three stages successively:basic preparation,partial development and comprehensive expansion,which are synchronized with the development of Chinese modernization,and the two are showing a spiraling development trend.In the context of multiple and complex in-ternational and domestic environments,it is urgent to carry out a higher level of institutional opening up in an all-round way,but there are still a series of obstacles in the scope,field and level of opening up.Therefore,guided by the goals of each stage of Chinese modernization,we should steadily expand institutional opening up from three aspects:existing measures of institutional opening up,participation in high-standard economic and trade agreements and negotiations,and building an open world economy.
