Competition Policy,Business Environment and the Growth of Small and Micro Enterprises:Quai-natural Experiments Based on the Implementation of the Anti-Monopoly Law
As one of the important contents of competition policy,the Anti-Monopoly Law provides a fundamental guarantee for creating a fair and competitive market environment.Based on the National Tax Survey data of 2007-2014,this paper empirically examines the impact of the implementation of the Anti-Monopoly Law on the growth of small and micro enterprises.The research results show that the implementation of the Anti-Monopoly Law has significantly reduced regional administrative and market monopoly,improved the business environment of small and micro enterprises,and promoted their growth through reducing tax burden,improving financing environment,reducing administrative and operating costs,and expanding commercial credit scale.Heterogeneity analysis shows that the Anti-Monopoly Law has a more significant promoting effect on the development of small and mi-cro enterprises that do not enjoy government policy preferences,have a higher degree of market monopoly in their respective industries,and have lower product tradability.Further research has found that the implementation of the Anti-Monopoly Law significantly enhances the regional entrepreneurial activity of small and micro enterprises and increases their tax contribution to the region.This paper provides a basis for evaluating the effect of the imple-mentation of the Anti-Monopoly Law and promoting the healthy growth of small and micro enterprises.
