"卡脖子"困局的破解之策——企业贸易网络地位与关键设备进口多元化

促进关键设备进口多元化是短期内破解"卡脖子"困局的策略之举.本文使用全球双边贸易数据库、中国海关数据库和中国工业企业数据库的匹配数据,在测算企业层面关键设备进口贸易网络地位指标的基础上,探究了企业贸易网络地位对关键设备进口多元化的影响效应及作用机制.研究表明,提升企业贸易网络地位能够通过信息成本优势和信贷融资机制促进关键设备进口多元化.并且,对于从政治风险程度较低的国家进口、所属行业准入程度更高和所处地区金融体系更完善的企业及国有企业而言,提升贸易网络地位对提高关键设备进口多元化水平的促进作用更强.进一步分析显示,关键设备进口多元化在分散国际供应风险、稳定市场供给方面具有重要作用.本研究从企业贸易网络视角探析了关键设备"卡脖子"的破解之策,为保障我国关键设备供应安全提供了有益启示.
The Solution to the"Bottleneck"Dilemma:Enterprise'Trade Networks and Import Diversification of Key Equipment
Promoting import diversification of key equipment is a strategy to break the"bot-tleneck"dilemma.This paper uses the PageRank algorithm to measure the firm-level central-ity of trade network,and then explores the influence mechanism of the enterprise trade net-work status on the import diversification of key equipment.It is found that enhancing the firm's trade network status helps to improve the level of key equipment import diversifica-tion.Mechanism analysis shows that enterprises'trade network status works through network location advantages such as information advantages,cost advantages and financing advan-tages.Heterogeneity analysis shows that the promotion effect of enhancing trade network status on the level of import diversification of key equipment is stronger for enterprises im-porting from countries with lower political risks,enterprises belonging to industries with higher degree of access,and enterprises with better financial systems in their regions,as well as state-owned enterprises.This study provides important insights into the use of enter-prise trade networks to break the"bottleneck"dilemma of key equipment imports,and pro-vides useful suggestions to ensure the security of key equipment supply in China.
