Research on the Optimization Path of Mutual Assistance Service for the Aged in the Farming-Pastoral Ecotone in Western China
With the imbalance of regional economic development and the outflow of working-age population,the pension problem in the rural pastoral areas of western China becomes serious.The elderly pension environment and pension mode choice need to be emphasized by the academia.In order to solve the problem of supporting old people,mutual assistance for the aged gradually prevails in rural pastoral areas and has been widely promoted.Based on field investigations of the current situation of the mutual assistance service for the elderly in the farming-pastoral ecotone of China's western region,and by adopting grounded theory to analyze the bottleneck for the mutu-al assistance mode for the elderly in this special region,this paper summarizes three main categories,eight sub-categories and 23 corresponding sub-categories.The research finds that although the mode of mutual aid for the aged has achieved remarkable results in the practice of different regions,its development momentum is insufficient.There are three major categories of problems:perfunctory operation of mutual aid services,lack of basic pension re-sources,and deficient governance capabilities on grassroot level.Each category has unique question on an individu-al level and they are interconnected with each other.The research suggests that we should enrich the content of mu-tual assistance service for the aged,promote socialized operation of mutual aid nursing home,improve the govern-ance capacity on grassroot level,build mutual aid atmosphere,provide preferential elderly-care policy for rural and pastoral areas,and enhance economic security and service provision,so as to optimize mutual assistance serv-ice for the aged in the farming-pastoral ecotone in China's western areas.
