摘要

利用频度分析法、德尔菲法、层次分析法构建了内蒙古自治区重点生态功能区县域生态环境保护绩效评价指标体系,多角度综合性地对重点生态功能区县域生态环境保护绩效进行了研究.研究结果表明:2020年生态环境保护绩效评价结果为0.28~0.73,评价等级为一般以上的县域占县域总数的88.37%,呈现稳中趋好的态势;2016-2020年县域生态环境保护绩效评价结果变化主导因素不尽相同,但基本呈现一个稳定的趋势.研究结果给出重点生态功能区县域生态环境保护成效状况,同时为国家重点生态功能区转移支付资金调配提供了参考依据.

Abstract

This study utilized frequency analysis,Delphi method and analytic hierarchy process to establish an evaluation index system for ecological environmental protection performance in key ecological functional areas of Inner Mongolia.The index system comprehensively reflected the effec-tiveness of ecological and environmental protection in key ecological functional areas from multiple perspectives.The results indicated that the performance evaluation of ecological environment protec-tion in 2020 ranged from 0.28 to 0.73,counties with evaluation levels of average or above accounted for 88.37%of the total number of counties,showing a trend of stable improvement.The main fac-tors influencing changes in ecological environment protection performance evaluations from 2016 to 2020 varied across counties.Our findings offered a reference basis for the allocation of transfer pay-ment funds in national key ecological functional areas.
