浅谈工业园区清洁生产审核程序设置

摘要
随着《"十四五"全国清洁生产推行方案》等深化清洁生产工作的政策法规出台,清洁生产审核的对象也由单独企业扩展到工业园区.目前,工业园区的清洁生产审核工作处于示范试点阶段,有针对性且规范的园区清洁生产审核程序尚处于制定当中.本文依据已完成的园区审核项目所取得的经验,参照企业审核程序的设置思路,按照整体性、差异性、目的性原则,建设性地提出园区清洁生产审核程序的框架内容,在为园区审核示范试点项目提供遵循和借鉴的同时,为后续编制园区清洁生产审核指南,提供科学的参考.
Abstract
With the introduction of policies and regulations to deepen cleaner production work,such as the"14th Five-Year Plan for the Implementation of National Cleaner Production",the target of cleaner production audits has al-so been extended from individual enterprises to industrial parks.At present,the cleaner production audit work of the industrial park is in the demonstration pilot stage,and the targeted and standardized cleaner production audit proce-dures for the park are still being formulated.Based on the experience gained from the completed park audit projects,this paper constructively puts forward the framework content of the park cleaner production audit process according to the principles of integrity,difference and purpose,and provides scientific reference for the subsequent compilation of the park cleaner production audit guide with reference for the park audit demonstration pilot project.
